MR. W. S. CARTER

Following an approach from Mr. Anthony Royle M.P.,

the Secretary of State has agreed to see a

delegation from the Hong Kong Association. An

appointment has been provisionally arranged for

11.30 a.m. on Monday, 29th April. May we please have

a brief for the Secretary of State to reach Private

Office by Friday, 26th April. Mr. Bush of the

Hong Kong Association will let us know in writing

next week any particular points which the delegation

will wish to raise; I understand from Mr. Royle

that they want to talk generally about the political

and economic situation in Hong Kong, and also

express their views on the sort of man whom they

think should be chosen to succeed Sir D. Trench

as Governor when the time comes.

Mr. Royle may accompany the delegation.

Secretary of State would like Lord Shepherd to

attend and I expect he would also wish a senior

official to be present
