I share your view that we should, if possible, dispose of these petitions as proposed in the draïts. But while I see no objection to the proposed letter to the Palace issuing I am a bit unhappy about the draft despatch. Can we really tell the Governor (who I rather suspect is under the impression that his term of office is likely to be extended) at this stage that the Secretary of State has not yet tendered his advice to Her Majesty in respect of the Governorship of Hong Kong?
It seems to me that we ought to send off the letter to the Palace but that we should defer sending the despatch until we are about to tell
Sir David Trench that his term of office has been extended. Perhaps we could have a word over the telephone about this?
