The object of this book, as the author states clearly in his introduc- tion, is to provide an outline of town and country planning and the pro- blems with which it is faced. It at- tempts to strike a balance between a legal and administrative text on the one hand and a polemic on the other. Because the author feels Scotland is an area with completely different problems which need a book to themselves, he has ignored it com- pletely.
The author, Director of the Centre for Urban and Regional Studies, University of Birmingham, proves himself a practical man in his ap- proach to planning. He does not, one feels, belong to the legion of theoreticians who consider planning should be left solely to the bureau- cracy, nor is he blind to the dangers of headstrong commercialism.
As he says of the town centre maps, the concept underlying this "planning instrument" is that of a partnership between local authorities and private enterprise. The local authority is the initiator, the over-all planner but the strength of private enterprise lies in its knowledge of the market. its ability to exploit com- mercial opportunities and its access to capital.
Planning and all the attendant trap- pings is a fluid state, forever being
subjected to revisions, reversals or rejections. Mr. Cullingworth's work first appeared three years ago and since that time, major changes have taken place in legislation, administra- tion and policy. To document these adequately would have involved completely rewriting major sections of the book; and even then there would be no guarantee the work was up to date.
To overcome this obstacle, a com- promise has been adopted. Many of the figures have been revised but the text remains largely unaltered. The most important developments are summarised in an appendix: the note on "further_reading" has also been expanded. But, as Mr. Cullingworth observes at the end of his introduc- tion: "To keep up to date there can be no substitute for a wide reading of the relevant journals."
