The tunnel is to be built by private enterprise but Government is respon- sible for the connections from the
tunnel approaches to the existing road system.
Plans have been prepared for a major traffic interchange at Hung Hom on the site at present occupied by the railway workshops which are being reprovisioned at Shatin, in the New Territories. Chatham Road will be carried on a bridge over a new north-south road connecting the tunnel to Nairn Road and a complete system of slip roads will enable tun- nel traffic to travel to and from the north, east and west without inter- ruption.
On the island of Hong Kong the most ambitious scheme recently car- ried out was the Mid-Levels Link. The works involved in making use of this alternative way down from the Peak and Mid-Levels comprised the curved ridge carrying Upper Albert Road over Glenealy and alterations to the Albany to connect to it. These works were completed last year.
Some relatively small improve- ments are required at the lower levels before the route will reach its full capacity and these will be car- ried out as the land becomes avail- able.
Garden Road Complex
The Garden Road Complex which will eventually provide uninterrupted flow up and down from Robinson Road to the waterfront and east and west at Mid-Levels and along the Waterfront Road, has been started with the flyover on Harcourt Road. This flyover will enable traffic to turn into and out of Kapok Drive uphill carriageway parallel to Garden Road, which will be one-way down- hill without interference with the west-bound traffic on Harcourt Road.

The link to Queen's Road is nearly complete and work has started on the bridge over Queen's Road East. From here the new road will run up the line of the nullah crossing Ken- nedy Road by a bridge and joining Garden Road just below Macdonnell Road. The interchanges at Lower Albert Road and Kennedy Road are complex and may not be completed in the first stages. Nevertheless, the main object. to provide uninterrupted flow uphill, will be accomplished.
Preliminary work for the new Waterfront Road from Central Dis- trict to King's Road at North Point has started with the reclamation Wan Chai. When completed this will

be a six-lane limited access road with grade-separation at the crossings, in- cluding the junction with King's Road.
This work is intimately connected with the southern approach to the cross harbour tunnel which is plan- ned to land at Causeway Bay.

The intricate road network which has been planned for this point will make it possile for tunnel traffic to go to and from Central District. Happy Valley (via Canal Road East) and North Point without interruption.
At the western end of the Island, Pokfulam Road, the most direct link between Victoria and Aberdeen, is being widened to four lanes, with an extra uphill lane at steep gradients. Two sections have already been com- pleted and plans for the remainder are well advanced.
An additional road from Aberdeen to Wongneichong Gap is proposed: this, however, will increase the traffic
