rock. It is a seven acre strip of land between a main highway and the sea, on the average about 150 ft. wide.

The second of the Authority's schemes, the Sai Wan Estate, was built on cross contour principles, entailing heavy cutting into the hill- side.

The largest scheme so far contem- plated by the Authority, the Wah Fu Estate on Hong Kong Island, is being constructed on a steep rocky pro- montory surrounded on three sides by the sea. It necessitates complete municipal engineering for a town of over 50,000 people, including sewage disposal, fresh water supplies and, in common with most of the Authority's estates, a separate flushing installa- tion, using salt water pumped from the sea, fed through plastic piping to all service points.

Town Centre

The potentiality of a site and its surroundings greatly influence the form of development. Size, shape, retention of existing streets, require- ments of day-lighting and the in- cidence of sunshine are all taken into account in the planning stages. The existence of neighbourhood facilities has to be considered at the So Uk and North Point Estates it was neces- sary to build to existing street fron- tages where shops already existed, and these were continued as shopping centres.

At the Wah Fu Estate, a town centre is planned, on five levels, with a variety of functions, from depart- ment stores to a bowling alley, and its own car park.

At Choi Hung the Authority was first in the field, on an island site, and created its own shopping precinct. Within this estate there are five schools, not exclusively for the use of the residents, as the Authority has no wish to isolate its tenants; rather it feels it is better to integrate them with the rest of the community.

This estate, Choi Hung, is the lar- gest built so far and was constructed in four major phases. Work on the first phase began in 1960 and the fourth phase has recently been com- pleted, all at a total cost of around HK$50 m.

With 7,520 flats housing 43,289 people, Choi Hung has eight 20- storey blocks with a linking seven- storey block meandering around the site, all located at the edge of the Kowloon foothills and forming a contemporary

and dramatic back- ground to the Colony's air terminal. In its construction something like 100,000 tons of concrete and 30 miles of piling were used along with 800 miles of electric wiring and 100 miles of water piping.
