ness. To live in glorious technicolor might be all right; to live opposite would be highly demoralizing. Under the Town & Country Planning, (General Development), Act of 1950 in Great Britain, the painting of the exterior of any building is, by law, a 'permitted" development and as such is subject to control by the Local Planning Authority. Recently, in Chester, examples were cited of a householder painting the lower half of his two storey brick house with bright red gloss paint, and another painted his house with pale blue and cream in a pattern of semi- timber construction! The use of colour is all very well; and it forms an intensely interesting study. It can play a great part in supplying the right atmos phere; gay, exciting, warm, cool, rich, or restful. It can have a marked influence on proportion and the skilful use of tones can create texture and scale. But it's not just a case of putting on bright colours, any bright colours, to be original, unusual or different. "A tin of paint is an Aladdin's lamp" says an adver- tisement for a well-known brand, but it is essential to know how to rub it. A flair for the use of colour or long experience in success and failure are the only two bases for preparing a colour scheme. Taste must take into consideration a sound understanding of human needs, human reaction and human psychology. To have our vistavistion tinted by ill-placed technicolor will turn us all to our rose-coloured spectacles, and make us see red.
