STRICTER FIRE PRECAUTIONS IN HONG KONG

THE Director of Public Works.

Mr. A.M.J. Wright when moving the first reading of the Buildings (Amendment) Bill in the Hong Kong Legislative Council, said:

"The increasing height and com. plexity of many of the buildings now being constructed in Hong Kong, coupled with the very high densities of occupation, make it es- sential that adequate facilities for fire prevention and fire fighting

generally known as fire service in- stallations should, when required by the Director of Fire Services, be provided as an intrinsic part of new building.

Details of these fire service in- stallations will be set out in a code of practice to be issued from time to time by the Director of Fire Services.

"The Code covers such items as the provision of fire hydrants. dry risers, sprinklers, drenchers. haud ex- tinguishers, alarm systems. emergency water tanks for fire fighting purposes. and lifts which can be operated when normal clectric supply is no

longer available. and so be used by firemen to gain rapid access to the upper floors of high buildings.

"It is essential that provision for these fire service installations should be taken into account when the build- ings are being designed.

The proposed amendment to the Buildings Ordinance, 1955. if enact- ed. will empower the Building Au- thority to refuse to give his approval to building plans if the requirements of the Director of Fire Services for the fire service installations have not been shown on the plans.

HE new 585-foot-long Blake Pier. which will have a pedestrian pro- menade at roof level. expected to be ready for use early next year. Piling is nearing completion and building of the lower deck is already in progress.

"The Building Authority will also he empowered to refuse to issue an Occupation permit if the applicant fail to produce a certificate from the Director of Fire Services to the effect that the fire service installations as shown on the approved plans, have been provided and are in good work- ing order.

"The refusal of the Building Au- thority to approve plans or

issue an occupation permit for the reasons to which have just referred is, of course, subject to a right of appeal to the Appeal Tribunal appointed under Section 9 of the principal Ordinance.”

Covering an area of about 20.000 square feet. this new ferry pier building will be two storeys high.

Pipe Support is used when the slab and beam are concreted in construction works.
