strong tie to the group as a whole, besides housing many services on the south and east sides and form- ing a protective parapet to the pro- menade on the north and West.
The building in its completed form represents many years of hard work during which the architects have been responsible not only for the plastic form of the building and its permanent decorative cladding and lighting. but also for the design and detail of many fittings and much furniture which could be made local- ly.
The two architects, Aian Fitch, A.R.I.B.A., and Ron Phillips, A.R.I.B.A., are both on the staff of the Hong Kong Public Works De- partment and have also designed the Star Ferry concourse and car parks, which are part of this new complet- ed civic complex.
Mr. Fitch was trained at the King's College School of Architec- ture, the University of Durham, and joined the P.W.D. in October 1954. Previously he worked in various architectural offices in Britain and in 1951 received a commended award for his entry in the open competi tion for a design for the new Coven- try Cathedral.
Mr. Phillips was trained at the Essex School of Art and Architec- ture with post-graduate work at the Architectural Association in London. Before joining the P.W.D. in Janu- ary 1955 he was engaged in various architectural offices in England.

The Memorial Garden from the High Block staircase. The High level walk- way facing the sea is supported on the garden side by blue engineering bricks imported from England. At the base of the wall can be seen the pool. The small polygonal shaped building is the Memorial Shrine which will be dedi- cated to members of H. K. Volunteer Defence Corp, who died in the De. fence of the Colony and during the period 1941-1945.
