"The principle of construction, as prepared by the Architectural Office of the Public Works Department, will follow those of the Government quarters already erected, in that the the main bearing walls will be of re- inforced concrete, with the exterior walls of 9" brickwork and interior partitions of 3" hollow blocks.

"The Architectural Office have found that the use of bearing walls in this type of building not only speeds up construction but, owing to the elimination of beams and col- umns, it is possible for the contrac- tor to prefabricate the formwork in large panels, and re-use the panels on succeeding floors. This results in considerable savings on the cost of formwork.
