Building sets a pattern

WHEN state lands along Robinson Road and Shenton Way were offered on lease for private commercial de- velopment, the Singapore Government set down certain planning conditions with the aim of creating at once a harmonious streetscape and an impres- sive skyline seen from the sea or other parts of the city.

As a guide for developers an archi- tectural scheme for the area was pre- pared by the State Planning Depart- ment. A podium to a height of three storeys was proposed throughout the district, with superstructures erected on the podium in the form of towers or slab blocks. It was anticipated that when fully developed the area would yield about 1,150,000 sq. ft. of new office space with associated car parking for some 1,150 vehicles, based on the proposed plot ratio of 5:1.

First to take up a lease to develop along Robinson Road were Malaysia- Singapore Airlines. Their new head- quarters building, opened last year,

follows the podium and tower outline and thus sets a pattern for the future development of Robinson Road/Shen- ton Way as a premier business area.

The MSA site is a rectangular plot measuring 300 ft. x 108 ft., with the long side fronting Robinson Road. It adjoins Crosby House, an existing build- ing at the north end, and is served by a rear service road parallel to Robin- son Road.

Covering the entire site is the three- storey podium, with an underground carpark and a lower basement. On the podium roof is a landscaped roof

garden, entertainment areas, and a lec- ture theatrette, and from this level the tower block rises up to a penthouse on the 16th floor. The overall height of the whole building is 239 ft. above street level.

The total floor area, about 162,000 sq. ft., is determined by the plot ratio of 5:1 and 40 per cent of the area is contained in the tower floors above the podium.
