With Hong Kong gradually becoming conscious of the need for communal housing projects both for working class dwellings and for the accommodation of what is generally referred to as the "white collar" class, we consider it of special interest to reproduce details of a rather extensive scheme, known as "Priory Court", which was recently completed at Countess Road, Walthamstow, for the Walthamstow Borough Council in England. We have received complete details of the scheme in a booklet published by the Cement and Concrete Association, from which we have abstracted some pertinent facts.
Aside from the planning details which may provide some indication as to the lines along which similar projects might be developed in Hong Kong, we are interested in the fact that a new type of floor insulation was used, involving glass fibre quilting which is being introduced in Hong Kong by the well- known firm, Harry Wicking & Co., Ltd., who are the local agents for Fibreglass.
The Scheme
The Countess Road Site covers an area of 20.73 acres of flat featureless land, which had been used for tipping purposes for many years. It is practically surrounded by 2-storey houses built before the war. To ensure that the residential character of the new estate was preserved the layout was deliverately designed to discourage the use of its roads by all but local traffic. One principal road, connected at each end to existing roads on adjoining estates, and two secondary loop roads form the basis of the layout plan. As a deterrent to through traffic, islands are being erected at the points where the principal road crosses the boundary. These islands are so designed that they can only be negotiated at low speeds.
