Assessor's Report on the
winner's design
HIS two storey design is a very simple, compact, and cohesive solution to the problem. The con- ception is a rotunda containing the small and medium eating shops, linked to a rectangular block in which the sales stalls and large shops are housed. Each type of business is
is suitably grouped to- gether, and allows equal opportuni- ties to trade. The planning is open with access from north, south and east, good circulation and pleasant effects are gained by terrace and balcony dining.
Rather than create an internal court this competitor has placed his services centrally and radiated his shops and "dining out" area to over- look Clair Street, Theatre Street and Cowan Street. This project in my opinion is a direct contribution to urban architecture.
The author has produced a scheme which combines unity, function and a distinctive architectural character. His solution to the linking of the

rotuda and rectangular block is acceptable.
His massing and juxtapositioning of shapes provides interest not only. to create a unified building project but to produce an architectural entity which is destinctive in design and outstanding in its location. The relationship to the site is sound.
While I consider that this design has solved most of the problems satisfactorily there are some features which I cannot accept. The planning for the car parking arrangements is very poor. The basement should be deleted and the car parking placed to the north and south of the site where ample room is available with- out altering the competitor's build- ing conception.
This will result in the ground floor plan being on one level and not only simplify the arrival and despatch of cars but reduce appre ciably the overall cost.

dining space both for the large and medium eating shops and to project further the folded slab roof over- hang to give more protection from the morning and evening sun.
Little thought has been given to the removal of garbage or the arrival of goods within the circular service core on the first floor. With the deletion of the basement, the area store containing the toilets and should be replanned to give better circulation. More sanitary fittings should be provided.
No detail is shown by the author of his proposals to remove the rain water from the folded roof. This is an important point as his cantilevers are terminated above the dining out areas. The elevations are simple and pleasing.
The author estimates the total cost at M$373,490. These figures have been checked on cubic figures and I consider that the work could be carried out within the terms and conditions of the competition.
