HE problem of providing the necessary number of houses on a dominating hill site next to Outram Road Prison has been resolved by laying out two 11-storey blocks of flats, in the form of a "T", connected to each other by galleries, and supplemented by three separate blocks of four-storey flats at the lower end of the site.
Outram Road Flats of the Singapore Improvement 2 blocks of 11-storey flats has a depth of approximately 15 feet only, that is to say, the depth of one room unit. All the flats are connected to the lift shaft and to the stairwells by outside access balconies at each floor level at the rear of the building. Internal service ducts accommodate all piping for the services and the refuse chutes. Each flat has a total floor space of approximately 665 sq.ft., inclusive of partitions and outside walls.
The 11-storey flats are arranged to make provision for ventilation to all habitable rooms. Each flat is designed to the minimum spacial standards of the Code of Practice for Low Cost Housing approved by the Municipal Commissioners on the 30th November, 1950. Each of the

obscured glass louvres, are proposed for the entire front elevations. The back elevation has no
no window openings in the interests of privacy and economy; the precast concrete vents will give all the necessary diffused lighting and ventilation.
It is expected that the 112 dwellings will cost in the region of $1,200,000.00.
