The plan solution therefore pro- vides two separate entrances at the ground floor with the main lobby opening off a driveway entrance from Hill Street. Due to the frequent rains, provision is made for driving under the cover of the wide overhang of the first floor. A separate entrance at the Armenian Street side serves as access from the parking area, approached under cover by means of a long arcade.

The main lobby contains an in- formation desk from which visitors' access to the lifts and stairs to the upper floors is controlled. Directly off this lobby is the consular section, concerned with the issuing of pass- ports, visas, etc.
