The estate is being built in three phases. The first is now under construc- tion and is scheduled to be completed by mid-1971. In this stage there are eight 20-storey blocks and one of seven- storeys.

Contracts have been let to Wan Hin & Co. The Kwai Shing estate, like other Government low cost housing estates, is designed by Government for families with incomes up to HK$500 a month. It will be managed by the Hong Kong Housing Authority.

Four other low cost estates are be- ing built by Government in the Kwai Chung area. They are the Lei Muk Shu, Shek Yum, Kwai Hing and Kwai Fong estates. The total cost of all five estates will be about HK$220 million.
