TENDERS have been invited for

the construction of the new passenger terminal building for the Hong Kong Airport. Work will begin in January 1961 and it is expected that the building will be in use early in 1962.

Basic planning for the new ter- minal building is a two-level system designed to segregate departing passengers on first floor level from arriving passengers at ground floor level.

Four factors led to the adoption

of this plan:

Desire to avoid any crossing paths of passenger and bag- gage flow:

A particular requirement to have customs channels rever- sible and shared by both arrivals and departures: The abnormally high proportion of friends accompanying ac- tual passengers (3 to 1 in Hong Kong compared with about 1 to 1 at London Airport):

The site for the building is

restricted and the two-level system occupies less space.

Planning of the building has taken cognizance of the peak hour traffic to be handled rather than the over- all daily air traffic movement.

In consequence the generally ac- cepted standard of 15 square feet per person has been adopted and the public areas provide for 550 passen- gers, 1650 friends and 230 sightseers in the peak hour. The restaurant has a seating capacity of 220.

Departing passengers and friends coming by vehicle approach the Departures Concourse up a ramp road and enter at first floor level. Pedestrians can walk up external staircases to the elevated road level and enter at first floor level or they can enter at ground floor level and move up by internal staircases con- necting the Arrivals and Departures Concourses.

On the first floor passengers go straight to baggage weigh-in coun- ters opposite the entrance, where baggage is weighed and ticketed. Baggage is placed after weighing on baggage trolleys and stored in the baggage room behind the counters or taken down one of the two bag-

gage conveyors.

Baggage weighing counters will be allocated to airline companies as required. Signs above the counters will be interchangeable and a com- pany can occupy up to ten counters when larger aircraft are departing.

The whole of the Departures Con- course on each side of the baggage weighing area is given over to air line company cubicles.
