Most of the flags used by Govern- ment were made by the inmates of Stanley Prison; some of the flags and the embroidered crests were made by the convalescing patients at the Cheung Chau Hospital. Some of the shields were made at the P.W.D. workshops at Morrison Hill and these bore the various coats of arms of the Commonwealth and were painted on masonite, backed by wooden frames which housed the flags forming the background; other shields and the set pieces were constructed and erected by Fook Lee & Company, who were highly praised for their excellent work by the designers. One of the most outstanding buildings was the Hong Kong and Shanghai Bank, which was surrounted by a huge coloured crown, 26 feet high and 30 feet wide; it was illuminated at night by 2,400 bulbs- 1.950 white and 450 coloured, burning 44,700 watts in all: the building was also decorated with regal motifs, and floodlit.
