FTER years of painstaking and
untiring work by the Kwan Pre- paratory Committee and the Fulton Commission, the long-awaited Chi- nese University of Hongkong was finally inaugurated. This preliminary report contains the findings of some three months study of the technical problems involved in drawing up a development plan for the new Univer- sity. The recommendations contain- ed are tentative and subject to future revisions.
The report emphasises the layout of the platforms which extend over spurs and valleys and on which the buildings will be sited. These, and the problems of access and circulation within the campus have great bearing on the formation and construction of the University site and are closely tied up with the important projects of the Plover Cove Water Scheme: the realisation of which relies on obtaining sufficient materials from the site for the construction of its dams.
Many meetings were held with the Plover Cove Joint Engineers in order to achieve a scheme compatible with the architectural conception of a university campus, and yet satisfy the needs of an urgent water-supply project.
Apart from the general layout. platforming, road systems, etc. which now need urgent consideration, the report deals with the siting of the University Headquarters and the Colleges. Consideration has been given to the buildings contained in the Schedules of Accommodation for the Colleges and University Head- quarters in order to arrive at a sen- sible grouping of the buildings. How- ever, as evidenced by the illustrations contained in this report, more detail- ed planning consideration has been given to the University Headquarters buildings, which presumably will be required as early as possible. The layout of recreational facilities, the planning of the services and utilities, and the landscaping of the campus are also dealt with though necessarily in brief.
