GOVERNMENT WELCOMES CRITICISM
IGNS of increased building ac-
tivity in Macao, in spite of the slowness in implementing the recent- ly publicised development plans (H.K. & F.E. Builder, October 1962) are contained in a statement from the Macao Government on the subject of delays in urban building in the Colony.
In fact, the statement avers, the building industry maintains steady progress. A tour of the city would reveal that many buildings are in course of construction and that others are in their initial stages. The volume should increase when solutions are found to small diffi- culties, which everybody should re- cognize, as being possible causes for problems, bearing in mind the limit- ed resources, material as well as
those of personnel, at our disposal.
For obvious reasons, not every project is given approval out of hand. The Government of Macao is only just beginning the initial stages of a responsible and methodical programme of planning the future of Macao, but it is emphasised that every effort is made
to
ensure a satisfactory and fair solution to every difficulty whereby the interests of all will be ensured.
That there has been considerable interest shown recently by private enterprise in the scope of building in Macao, for dwellings or other useful purposes, is clear proof of the results from the appeals by the Macao Government. These appeals urge private capital to help solve the

problem of residential accommoda. tion.
Concerning private property re- quired for public purposes, the Macao Government carries out legal resumption under the terms of "re- sumptions for public purposes", whereby the parties affected are compensated at a just value, con- tinues the statement.
With regard to the use of Macao Government land, the conditions are vested exclusively with the Govern-
ment.
The Government of Macao is determined to do everything human- ly possible to encourage and promote private initiative and enter- prise and would welcome construc- tive criticism and enquiries.
