Living accommodation for the staff of the three departments is provided in three three-storey blocks sited fur- ther up the hillside.
All the buildings are simple column and beam structures in reinforced con- crete with concrete spandrels below the windows and brick infill panels. The windows are set between vertical concrete sunbreakers.
External finishes are cement rend- ering and Japanese mosaic tiles on the spandrels. The structural frames are painted grey, the vertical fins and brick panels white, and the metal windows
black. The same treatment is applied to every building so that the whole com- plex is in a uniform design.
The total cost of the project was approximately HK$6.5 million. Site formation work commenced in late December, 1965 and the project was completed in March 1968. The overall construction time was two years and three months.
