Work at Kai Tak
Work of one sort or another has been in hand at Kai Tak ever since 1946. The runways of the former air- port were built under the Japanese by prisoners of war who lost no oppor. tunity for sabotage, and in many places the concrete was so thin it is said to have collapsed under the weight of bicycles. Unfortunately I in- herited this and had to carry out patching up as best I could including the reconstruction of the main nullah which ran under the airport while still keeping both runways open to traffic.
It seems that history is repeating itself as not only has the new runway
to be kept open to traffic while being extended 2,500 ft., strengthened with a new surface and grooved to prevent aqua-planing of aircraft during wet weather; but when the work is com- plete I hope to be able to obtain auth- ority to proceed with the construction of new road to Kwun Tong by way of Kowloon City Road and a tunnel under the airport near its Kowloon City end. The cheapest and quickest way of doing this will be by digging from the surface and it should be pos- sible to devise a programme and sys- tem of working to reduce the risk to aircraft to minimal proportions.

I trust, however, that in this case. we will not, by chance, produce some- thing similar to the Kowloon City sub- way. I understand from a report in the press that when aircraft land or take off the noise inside this subway is 3 decibels higher than the 120 decibels outside. This may be a marginal increase but I gather from this that it acts like a glorified tin whistle which is played upon by passing aircraft. If the second tunnel acts in this way all I can suggest is that I tune them to play a duet. I can then add at the entrances the type of sign that used to be found in the music halls of the Wild West - 'Don't shoot the Director of Public Works, he is only doing his best'.
