As interference to traffic had to be kept to the minimum, it was agreed by the Traffic Police that single lane traffic be permitted in Princess Mar- garet Road and for north-bound vehicles in Waterloo Road but that two lanes were required for south- bound vehicles in Waterloo Road. This meant that most of the road
construction at ground level had to be completed before construction work on the flyover could be com- menced.
Road works on the Waterloo Road section could not be started in earnest until a 48 in, water main, 12 in. water main and Telephone Co. multiple-ducts were completed, SO initially work was concentrated on the southern and central sections of the scheme.
