NE of the most densely populated

places in the world. Hong Kong records an increase of about 100,000

people a year. From the viewpoint of the Hong Kong Police, an import- ant demographic feature of this growth over the past five years has been the rapid development of new industrial and residential areas on the perimeter of the older urban areas.

There has been a tendency for the population growth to level off in the crowded areas of Victoria and the Kowloon peninsular, while at the same time there have been big in- creases in population due to the cons- truction of factory and resettlement

estates.

A larger and more scattered popu- lation calls for a bigger police force. In 1958, when the force stood at a strength of more than 6,000 with an overall intake of over 500 recruits cach year, the future pattern of the Colony's development was already evident. The need to develop the Police Training School at Aberdeen as a permanent modern establishment was accepted.

Early in 1959 the existing hutted accommodation, which had been add- ed to in a piecemeal fashion, was sur- veyed and a report prepared on the basis of a three stage development programme.

Stage I, which was completed in April 1963, includes the provision of barrack room accommodation for 800 recruits. In addition it includes

a

mess building with dining rooms and kitchens on two floors, a recreational canteen, a laundry and minor staff quarters.
