Cover shows the many levels of the Wah Fu housing estate's town centre podium and its links with the multi-storey residen- tial blocks. The estate, designed by the Housing Authority's architectural staff, is a model for future low-cost housing schemes. Housing 54,000 people in bal- cony-access and corridor-access type flats, the estate is completely self-contained, in- cluding all the social and commercial facilities of a township. The last phase of the project – four 21- and 24-storey tower blocks will be completed later this year.
