In order to understand the contem- orary scene Mr. Cullingworth gives 1 comprehensive introductory history of the field. This is followed by an outline of the administrative frame- work, the powers of local housing authorities, the characteristics of coun- :il houses and the families who inhabit hem.
Housing standards, finance, slum learance and the up-grading of older roperties are covered in subsequent hapters and in conclusion, Mr. Cullingworth embarks upon a general liscussion of the role of the State and he objectives of State action.

As substantial alterations were re-
quired to make the text conform with the fifth edition of the Standard Method of Measurement of Building Works, the opportunity has been taken to improve and standardise the layout of the items and to increase the size of this book as a convenience to the desk estimator.
To make the book more compre- hensive, the number of items it con- tains has been considerably increased.
In compiling this analysis of build- ing labour constants in alphabetical order, the author has departed from the usual custom of trade classifica- tions in an endeavour to simplify and accelerate the obtaining of informa- tion.
Costs are not mentioned in the book but a method of arriving at a schedule of labour rates which can be adjusted with any fluctuations in the labour market is outlined.

The work also contains a de- tailed description of the analytical method employed in the preparation of the charts, together with an appen- dix giving the complete theoretical derivation.
A number of worked examples illus- trate the use of the charts, and tables are provided to assist in the initial choice of a suitable section.
The author, Dr. F. N. Pannell, is a senior lecturer in structural engineer- ing at Manchester University's Institute of Science and Technology.
