LIKE other cities in the world Hong Kong may one day be faced with the need to decide whether it is people or cars that must have priority in its cen- tral area.

As car ownership increases and traffic speed decreases, it is likely that the stage will be reached where even a total ban on private cars in the central area may become a necessity. However such drastic action is not yet called for and Government's present policy is to improve traffic flow by a system of one-way routes and to keep immobile cars off the roads by the provision of sufficient parking spaces in multi- storey structures.

A number of sites has been reserv- ed for development as multi-storey car parks by private enterprise, and Gov- ernment itself already operates multi- storey parking facilities at Star Ferry concourse, City Hall and Garden Road, in addition to its temporary open car parks.

Some 4,500 parking spaces are now provided in the busiest urban areas of Hong Kong Island and Kowloon, and
