THE Hong Kong Town Planning Board has earmarked about 50 acres of land for public open space in its revised Outline Use Zoning Plan for the long term development of the Tsim Sha Tsui district of Kowloon. This is one of several amendments to the previous Outline Use Zoning Plan made in the light of a number of formal objections received by the Town Planning Board since its proposed plans were first announced in December, 1965.
The major amendments include zoning a larger area south of Salisbury Road, land presently occupied by the Kowloon-Canton Railway Station, as public open space. The southern part of Whitfield Barracks, as well as an area on the eastern side of Chatham Road stretching from the proposed Austin Road Extension to the proposed Salisbury Road Extension, is also zoned as public open space.

Of the 488 acres covered by the new approved plan, 145 acres of land is zoned for commercial residential use this includes two new areas, the northern part of Whitfield Barracks and a substantial part of the Hung Hom reclamation; a further 41 acres of land is zoned for commercial/residential warehousing or commercial/re- sidential/or other uses; 50 acres for open space as against the previous 39.8 acres zoned for this purpose; 93 acres for Government, institutional and community use; and the rest for an improved road communication system, a new railway terminus and bus concourses.
WATER-SIDE PROMENADE
The 50 acres zoned for public open space includes an almost continuous water-side promenade from the Star Ferry to the proposed railway terminus in Hung Hom; the southern part of the Whitfield Barracks area; the Blackhead signal station; and an area on the eastern side of Chatham Road stretching from the proposed Austin Road extension to the proposed Salisbury Road extension.
In addition to the areas zoned for public open space on the plan, it is intended that one-tenth of the proposed commercial/residential areas, which are subject to further detailed planning, should be public open space. Also 8.5 acres of existing private open space to the east of Cox's Road is retained and zoned for this purpose on the plan. Of the 93 acres reserved for Government, institu- tional and community use, an area has been zoned on the approved plan which will allow for the future expan- sion of the Technical College as well as for the provision of other Government institutional and community uses which are subject to detailed design and which will be situated north of the proposed Austin Road extension.
The plan provides for the improvement of Jordan Road and Gascoigne Road to provide a major east/west road across the Peninsula. As a further way of improv- ing communication through the area, a new north/south road on the east side of the Kowloon Peninsula is pro- posed. This would by-pass the main commercial residen- tial areas and lead to the airport, Kwun Tong and the Eastern New Territories.
