Ancillary accommodation will in- clude three kindergartens, community rooms, and an estate garage below the plaza, taking advantage of the low lying areas of the site.
Sites for three school buildings each containing 24-classrooms will also be formed at the eastern end of the estate along the re-aligned Clearwater Bay Road.
The new estate will be linked to the Choi Hung Estate and the nearby bus station by a pedestrian subway under the busy road junction to give public access without interfering with the traffic flow.
Outlining plans for the scheme last month, the Commissioner for Hous- ing, Mr. J. R. Firth, said that this form of development had been de- cided upon by the Housing Authority after careful consideration of a num- ber of alternative proposals ranging from a continuation of the Choi Hung type of accommodation to the 50- storey towers.
"All these schemes would accom- modate a similar number of people,” he said, "and the Authority's main concern, therefore was to decide which would be the most economical in time and money whilst, at the same time, providing the maximum amenity value, open space and environmental quality.
"In view of the technical problems involved in the 50-storey tower de- sign, the delays which could result before they could be built, and the present trend towards lower construc- tion costs for conventional building, the Authority has decided to go ahead with the scheme now described," Mr. Firth added.
Flood Control
A watershed exists behind the site and work has been in hand for some months on the construction of a 15 ft. square reinforced concrete storm water box culvert. The culvert is de- signed to control flooding of the area and to conduct storm water from the foothills under the Kwun Tong Road where it will run through an existing nullah into the sea at Kowloon Bay.
The completion of these flood con- trol works, expected to be some time later this year, will allow actual build- ing work to proceed. The whole scheme will take about two years.
All the flats envisaged in the scheme will be of the usual Housing Authori- ty type, having one living 'sleeping room, to be allocated on a basis of 35 sq. ft. per adult, plus a small kitchen, toilet bathroom, and a pri- vate verandah. They will be avail- able to people whose family income range is from HK$400 to $900 a month.
