Site planning

In view of the orientation and the contours of the area it is proposed to locate the building at the centre of the site, along the highest ridge, running from south east to north west. The predominant view from the main block is therefore towards the south west, overlooking a proposed shopping centre and the industrial area and park around the mouth of the Jurong River. The massing of the building has been related to the axis of the pro- posed shopping centre south west of the site, down the hill, from which pedestrian access is provided.

The approach driveway to the town hall is from the east, where the contours are favourable for grading, and the main car parking areas are con- centrated on the southern corner of the site. The town hall building has its main floor at contour level 85.00, but the ground is cut around this to pro- vide for a lower ground floor at level 70.00.

A feature of the circulation system is the two-level access road circuits, one leading to the entrance level, at datum 80.00, and the other leading under the main concourse to serve the

lower ground entrance at datum 70.00. This circulation concept is in- tended to provide for great flexibility in the usage of the building, where staff, visitors and tourists, and users of the main hall or reception facilities can be segregated.

Parking for the staff is located on the northern side of the building, with limited VIP parking in front of the lower ground entrance. Tourists vehi- cles may be parked in front of the main entrance. Visitors cars for recep- tion and other functions are to be located in the large car park on the south; in the centre of this is located a shelter for drivers, where built-in paging systems are connected to call- ing stations at the main and lower ground entrances. A separate service access road is located on the north of the building, which can be used by staff and back-stage and kitchen traf-

fic.

The landscaping concept is based on modelling the site very gently, with major cuts and fill to provide for the main building and car park levels. The tree planting groups have been careful- ly laid out in clusters and rows, but it is proposed that low spreading trees.

will be planted, and kept carefully pruned.

The unpaved areas of the site will be turfed slopes, and it is proposed not to fence in the site, or to provide gates, so that the community can free- ly enjoy the landscape of their town hall site.

At the key access points, how- ever, illuminated directional signboards will be located. At the centre of the main approach drive will be a large paved area with a circular reflective pool, along the rim of which will be located flag-poles, initially 24 in num- ber.

Design

It is proposed to house all the faci- lities, including the tourist centre and jagas (watchmen) quarters within a single building mass, along the ridge of the site, relating to the axis of the pro- posed shopping and commercial centre to the south west. The main floor is located on an unexcavated platform at datum 85.00, with ancillary accom- modation and the staff canteen locat- ed at the lower ground level around this.
