Under Other Charges Annually Recurrent, a new subhead 3 is created to provide for the hire charges of a copying machine, which will relieve audit officers of the time consuming work of manual extrac- tion of various details for verification, at the same time providing more comprehensive information for use in the course of audits in departments.
The contribution to the Overseas Audit Department is based on the amount needed in the current year, but as changes are due to United Kingdom salary awards and constitutional changes in other territories within the Overseas Audit System, accurate forecasting is not possible.

Under Other Charges Annually Recurrent, increase in the Rent vote is due to the renting of extra office space for the Commissioner of Banking and of new accommodation at the Rediffusion House for the Training and Examinations Unit. Subhead 5 is to cover the reimbursement of salaries and allow- ances for the present holders of the posts of Political Adviser and Assistant Political Adviser who are on secondment from the Foreign Office.
Under Special Expenditure, $600,600 is required to cover necessary expenses, including the salaries and allowances of field staff, in connexion with the 1966 by-census. Under the item Office Equipment, provision is made for the acquisition of 2 duplicators, 2 electric typewriters, 2 dictating machines and 1 paper shredder. The Special expenses-Banking Ordinance item which amounts to $900,000 is a revote of the unexpended balance of $1,100,000 approved by Special Warrant in 1965-66.
