The estimate for 1966-67 and the revised estimate for 1965-66 show increases of $11,051,000 and $7,540,000 respectively, compared with the 1965-66 approved estimate. The increases are mainly due to more vehicles and drivers licences, the enactment of the Merchant Shipping (Fees) Regulations, 1965 and increased licence fee and royalty payments from H.K. and Yaumati Ferry Co., Ltd. following the introduction of a new vehicular Ferry service from North Point to Kowloon City.

The increases of $1,490,000 in the revised estimate for 1965-66 and of $1,230,000 in the estimate for 1966-67 over the approved estimate for 1965-66 arise mainly from the increased number of cases coming before the Supreme Court, District Courts and Magistracies. A new subhead "Penalties" has been created to cover various receipts which are not strictly fines or forfeitures.

A revision of fees accounts for an increase of $2,500,000 in Marine fees. The reduction of $2,000,000 in the estimate for Buildings Ordinance revenue is due to a decline in building development. The large increases in the revised estimate for 1965-66 and in the estimate for 1966-67 under the subhead Receipts arise from repayments of advances to the Canton Trust & Commercial Bank Ltd.
