The marked increases in the revised estimates for 1964-65 and the estimate for 1965-66 over the approved estimate for 1964-65 are mainly due to penalties imposed in consideration of the Crown not exercising its right of re-entry in respect of properties under the Landlord and Tenant Ordinance (Exclusion) Orders and also as a result of the anticipated increase of cases to be heard in the Supreme Court, District Courts and Magistracies.

The marked increase of $4,085,000 in the revised estimates for 1964-65 is due to the introduc-

tion a 24-hour daily supply during the later part of the year.

The increase of $37,201,000 in the estimate for 1965-66 over the approved estimate for 1964-65 is based on the assumption that a 24-hour daily supply will be maintained and that the basic water charge will be raised from $1 to $2 per 1,000 gallons with effect from 1st July, 1965.
