The new and deleted posts listed above in the Bailiff grades reflect a reorganization which was approved during 1963-64. The additional post of Court Reporter, which was approved by Special Warrant during 1963-64, is required as a leave reserve and also to cope with the increased volume of work in the Supreme Court. Of the 3 additional Clerks, 1 is required to relieve the Senior Judicial Clerk and the Court Usher of clerical duties in connexion with appeals, 1 to serve a Puisne Judge as Court Usher and 1 to assist in dealing with the increasing number of statutory declarations. The 3 new posts of Clerical Assistant are provided, one each for the Causeway Bay Magistracy, the New Territories Magistracy and the Supreme Court Library. The 20 additional posts of Watchman have been provided in view of the increased volume of work in the Bailiff's Section. Of the additional posts of Office Attendant, 1 is provided for the Supreme Court and 1 for the Victoria District Court. The 2 additional Messengers, 1 of which is offset by a post of Labourer, are provided for the Supreme Court and the Causeway Bay Magistracy.
Under Special Expenditure, the provision of $189,400 is for the extension and supplementing of the libraries of the various Courts and Magistracies, including the purchase of microcards, reader and copying machine.

The additional post of Assistant Electrical Inspector is provided to take charge of the electrical section of the Railway Workshops. The transfer of certain posts to the Stores Department noted above follows the taking over by this Department of the administration of the Railway's unallocated stores; this is also reflected in the deletion of the relevant subhead under Other Charges Annually Recurrent.
It is expected that less expenditure will fall to be incurred in 1964-65 on maintenance of permanent way and structures; this amounts for the overall decrease of $96,900 under Other Charges Annually Recurrent.
