As a result of a review of the Drawing Office and Assistant Surveying grades carried out in 1962, new posts of Architectural, Cartographic, Engineering and Surveying Assistants, as listed above, have been included to replace existing posts of Draughtsmen, Assistant Surveyors and Computors which are shown as deleted.
Headquarters
The additional clerical staff is required to meet the increased work of the department.
Architectural Office
The additional post of Senior Architect is required to take charge of a new group responsible for Resettlement and Low Cost Housing projects. The additional post of Senior Quantity Surveyor and certain of the other additional staff are required to cope with the additional work being undertaken by this office.
Buildings Ordinance Office
The additional professional and technical staff is provided as a result of a survey of this office during 1962 and for work in connexion with dangerous buildings. The additional clerical staff is required to deal with the larger volume of work arising from the expanding activities of this office.
Crown Lands and Surveys Office
Expansion of work in this office has necessitated the provision of a second post of Assistant Superintendent of Crown Lands. The additional post of Senior Land Surveyor is required to take charge of the Survey Sections working on Hong Kong Island and outlying islands, to enable the Assistant Superin- tendent of Surveys to devote more time to policy matters and other essential tasks. The posts of Assistant Land Surveyor and Assistant Estate Surveyor are new grades designed to accommodate local officers who obtain intermediate qualifications as a step towards becoming fully qualified. The new post of Senior Planning Officer and the additional posts of Planning Officer and Assistant Planning Officer are provided for overall planning purposes. The other additional staff are required to cope with the increasing volume of work in the office.
Development Office
The new post of Senior Engineer has been created to assist the Chief Engineer in the general administration of the office. The remaining additional staff is required to meet the increase in work of the office.
Drainage Office
The additional staff is provided to form a new New Territories Drainage Unit in view of the rapid increase in work in conjunction with development in the area.
Electrical and Mechanical Office
The additional post of Electrical/Mechanical Engineer is for design work on mechanical engineering services for new projects. The other additional staff has been provided to enable this office to cope with the increasing demands being placed upon it.
Roads Office
The additional posts of Assistant Engineer are required for work on the traffic signal programme and to carry out analysis and interpretation of traffic volume studies. The additional Technical Assistants are required to carry out traffic surveys.
Waterworks Office
The additional post of Chief Engineer, one of the additional posts of Senior Engineer and two of the additional posts of Engineer are for the new planning section. The other 2 additional posts of Senior Engineer are required to take charge of the Waterworks Mainland Depot and to supervise and plan waterworks for new development. The remaining additional staff is required for new schemes coming into operation and to meet the increased demands made upon the office generally.
Supernumerary
The posts of Building Surveyor and Assistant Building Surveyor are required for work in con- nexion with dangerous buildings. The posts of Senior Engineer and Engineer together with supporting staff are provided to form a new section within the Drainage Office to investigate the existing system of sewerage in the Colony and co-ordinate and supervise improvements thereto.
