The major proportion of the staff changes listed above reflect the revised rank structure of the disciplined staff which was approved during 1962-63; in addition, 3 new posts of Warder are included for duty as drivers for three new vehicles. One new post of Social Welfare Officer Class III is required to cope with increasing work in the Remand Section. Of the 2 additional posts of Clerk, one is required for the Family and Dental Clinics at Stanley (offset by the reduction of 1 post of Warder) and the other for Stanley Prison Hospital. The additional post of Artisan Class I is required for regular servicing and minor repairs of machines in the Stanley Prison workshop.

The overall increase of $572,300 under Other Charges Annually Recurrent is mainly due to a rise in the cost of prisoners' subsistence.

Under Special Expenditure, in addition to revotes, provision is included for three additional motor vehicles ($68,000) and for the purchase of two stitching machines for the making of mailbags.
