The slight decrease in the revised estimate for 1962-63 compared with the approved estimate is due to the exceptionally dry summer as a result of which more restrictions were imposed. It is expected that a limited supply of water will be available from the Shek Pik Reservoir from mid-summer 1963, and a slight increase in revenue for 1963-64 is anticipated.

The revised estimate for 1962-63 shows a marked increase of $13,367,000 over the approved estimate. "Postage stamps" accounts for $10,000,000 of the increase due mainly to more packets being sent to China but as these are not expected to continue at such a high level during 1963-64 the estimate for 1963-64 is only $5,011,000 more than that approved for 1962-63.
