One new post of Assistant Secretary for Chinese Affairs is offset by the reduction of one post of Administrative Officer. The other new post of Assistant Secretary for Chinese Affairs is required to take charge of the S.C.A. Branch Offices in Kowloon.
Under Other Charges Annually Recurrent, the net increase of $14,900 is mainly due to the creation of a new subhead "Local public works" in the amount of $10,000. Provision for these works was formerly included in Head 52.
