Architectural Office
The additional staff are provided to enable the Architectural Office to meet the increasing demands made upon it in connexion with the planning and construction of new public buildings.
Buildings Ordinance Office
The additional staff are required to keep pace with the continued increase in private building development and in order to reduce as far as possible delays in dealing with plans submitted under the Buildings Ordinance. The 6 additional posts of Assistant Building Surveyor are offset by the reduction of posts of Building Inspector Class I(1) and II(5).
Crown Lands and Surveys Office
The additional staff are necessitated by the increase in commitments relating to Town Planning
and land sales.
Development Office
The additional post of Typist is offset by the reduction of 1 post of Clerk.
Drainage Office
The additional Assistant Engineering Surveyor Class I (offset by the reduction of 1 post of Assistant Engineering Surveyor Class III) is required to release an Assistant Engineer for more valuable work. The other additional staff are required for duties at new sewerage disposal plants.
Electrical and Mechanical Office
The new post of Superintendent of Electrical and Mechanical Services, Kai Tai Airport, (offset by the reduction of 1 post of Electrical Inspector Class II) has been created in view of the additional respon- sibilities arising out of the construction of the new fully air-conditioned Terminal Building and the proposed operation of the Airport on a 24-hour basis. The 4 additional posts of Motor Driver are required for new vehicles. The remaining additional posts are required for duties in connection with the operation and main- tenance of parking meters and of specialized equipment at the Airport and at the City Hall.
Roads Office
The additional staff are generally required to cope with an increasing volume of work.
Waterworks Office
The additional post of Electrical Engineer (transferred from the Electrical and Mechanical Office) is provided for supervision of increasing amount of specialized electrical equipment used in the water- works systems. The other additional staff are required for new pumping stations to be commissioned during the year and are offset by the reduction of 11 posts of Artisan Class II and 55 of Labourer.
The net increase of $154,000 shown under Other Charges Annually Recurrent is mainly attri- butable to an increased provision for Rent to cover the proposed move into rented accommodation of the Kowloon branch of the Buildings Ordinance Office.
