Arising out of a review of various grades previously included in the department's establishment, certain posts of equal status have been combined to form new grades which include those of Senior Field Officer, Field Officer Class I and II, Assistant Field Officer and Field Assistant Class I and II. Additional posts of 3 Field Officers Class II, 2 Assistant Field Officers, 1 Field Assistant Class I, 16 Field Assistants Class II (offset by reduction of 2 Artisans and 3 Semi-skilled Labourers) and 1 Laboratory Attendant are provided to cope with an increased volume of work. A new post of Interpreter/Translator Class II is required for duties in connexion with licensing, rural education and correspondence with members of the public. One new post of Clerk of Works Class II is required for the supervision of maintenance and construction of buildings and forest and station roads. The 2 new posts of Health Inspector Class II are required to assist with the enforcement of the New Territories Slaughter Houses rules. One Field Assistant Class I and 3 Labourers are required in connexion with the establishment of a second Dog Unit. One Field Officer Class II is required for in-service and induction training of junior staff, 1 Assistant Agricultural Officer for Soils and Agricultural Chemistry and 1 Coxswain Class II for a new fast run-about launch. 4 Labourers are transferred from the Urban Services Department for looking after the kennels at Kennedy Town and Ma Tau Kok Slaughter Houses.
Under Other Charges Annually Recurrent, there are some changes in the titles of subheads and addition of new items to relate expenditure more clearly to activities. The overall provision is $450,300 more than the previous year's figure, the main item of increase occurring under Purchase of veterinary medicines ($150,000).
The total provision under Special Expenditure shows an increase of $60,100 over the previous year's figure. The details are set out in the body of the Estimates.
