Appertaining to the decision that the Urban Services Department should assume responsibility for scavenging in the New Territories, 1 Senior Health Inspector, 9 Health Inspectors, 1 Overseer, 4 Gangers and 12 Labourers have been transferred to the Division from the Medical and Health Department.
The clerical staff transferred from the New Territories Administration last year has proved inadequate for the paper work of the Division and 5 additional Clerks and 6 Clerical Assistants are therefore required to bring the establishment of clerical posts up to a reasonable operating level.
One Foreman Class I is required to supervise staff working on 12 beaches on the Castle Peak Road and to assist the Overseer responsible for beaches at Cheung Chau and Silver Mine Bay. 2 Foremen Class II (Temporary) are provided to supervise cleansing of Hawker and Market sites in order to relieve Health Inspectors and Overseers of such responsibilities so that they can devote their time to more important duties. 2 extra posts of Special Driver and 8 of Motor Driver are provided for new specialized and ordinary vehicles which are due for delivery during the year. 7 Gangers and 72 Labourers are required in order to improve cleansing in the more remote areas mainly through the medium of providing additional Special and Mobile Cleansing Squads.
Under Other Charges Annually Recurrent, a net increase of $152,700 is shown. This reflects the general expansion of this Division since it was taken over by Urban Services Department in April, 1960. There are appreciable increases of $30,500 and $38,400 under Rent and Travelling expenses votes respectively, which are mainly due to the inclusion of expenditure for health inspectors transferred from Medical and Health Department to work in the New Territories.
