The increase in the Personal Emoluments vote is mainly due to the increase of pay to Ship- keeping Crew on "Tamar" rates of pay.
There is a slight increase of $5,600 on Other Charges Annually Recurrent which is accounted for by the substantial increase in ammunition costs.

The estimates of the Essential Services Corps and those of the Directorate of Manpower were previously shown separately. They are now combined because both units are small, come under the same head of department and occupy adjacent office premises. This amalgamation will give greater flexibility and may lead to economies.
The post of Director of Manpower has been deleted because the present Director is not a civil servant and serves without salary. An additional post of Executive Officer has been provided for routine office administration in the Manpower Directorate.
The supernumerary post of Director of Manpower is required to cover the remaining period of vacation leave of the previous holder of the post prior to completion of his contract.
