One Executive Grade Officer post has been reclassified as a Treasury Accountant post. An additional post of Housing Manager has been included with token provision only, to enable recruitment to begin during 1960/61 so that the appointment can be made early in 1961/62 for duties in connexion with the new Clearwater Bay Road Estate. The increase of 1 Senior Housing Assistant is required to cope with the increasing volume of work in the Applications Section. Management and maintenance staff comprising 5 Housing Assistants, 1 Head Estate Caretaker, 4 Estate Caretakers, 1 Maintenance Officer, 1 Assistant Maintenance Officer and 11 Semi-skilled Labourers, are required for the sections of the new So Uk Estate to be completed during the financial year 1960/61. Consequent upon the decision to engage a contractor for refuse disposal and cleaning of the So Uk Estate, 8 posts of Porter originally included for that purpose have been deleted.
The salaries of the Housing Division (with the exception of those of the Commissioner and his Secretary Stenographer) plus 30% Surcharge, are reimbursed to Government by the Hong Kong Housing Authority.

In order that public amenities and services provided by Government may be developed as evenly as possible in both the urban areas and in the New Territories, the responsibility for scavenging and beaches in the New Territories is being transferred to the Urban Services Department.
Of the 561 posts now shown under this Head, 492 were previously provided under the New Territories Administration estimates, as detailed above. Provisions for Other Charges were also provided under Head 51 in the past.
Most of the items shown under Special Expenditure are provided to bring the facilities at New Territories beaches up to urban standards.
