The estimates for both Secretariat for Chinese Affairs and District Watch Force have now been combined into one Head.

The above increases in staff have been provided to enable the Secretary for Chinese Affairs to cope with his expanding commitments. The overall establishment of Liaison Officers and Assistants is unchanged but is regraded. The Officer-in-charge of District Watch Force was formerly seconded by the Police Force from their Inspectorate, but the recommendation of the Salaries Commission that it be a permanent Secretary for Chinese Affairs post has been accepted.

Under Other Charges Annually Recurrent, substantial increases are made in Fuel, Light & Rent of Offices, and Travelling Expenses. These are due to additional accommodation and to the increasing outdoor duties performed by the Liaison Team,

With the steady expansion of activities in most sections of the Department, over half the additional posts approved for 1960/61 are to cover normal increases. Included in these is post of Assistant Director to be held by a professional social welfare officer; this post has been created following the recommendations of the Salaries Commission, 1959. Of the other posts approved, the majority are for the new Community Centre at Wong Tai Sin which is being built to mark World Refugee Year. The remainder are for the Social Centre at Tsuen Wan.
