One new post of Assistant Labour Officer is provided to assist the Labour Officer dealing with Industrial Relations. One additional post of Chief Labour Inspector is provided to help the Labour Officer (Industrial Undertakings). Four more posts of Labour Inspector are required to maintain adequate supervi- sion of factory areas in the Colony as industrial activities are rapidly increasing.

The new post of Certificated Master, which is held against a post of Labour Inspector, is

required in connexion with Supervisory Training.

Five extra Clerks/Typists, and three additional Clerical Assistants are required to meet the increased office work as a result of the expansion of the department. Four additional Messengers are required for the two new branch offices.

The increase of 19 posts, together with normal increments and the salaries revision, account for the increase of $511,300 in the vote for Personal Emoluments.

Under Other Charges Annually Recurrent, increases for Cleaning of Offices; Fuel, Light and Power; Incidental Expenses; Rent of Offices; Uniforms; Stores and Equipment; and Travelling Expenses are shown. The additional expenditure is due to the increased duties and expansion of the department. The net increase is $34,300.

The new post of Assistant Mining Engineer is offset by the reduction of a post of Assistant Inspector of Mines. This change together with normal increments and salaries revision, account for the increase of $12,900 in the vote for Personal Emoluments.

The two additional posts of Confidential Assistant and Clerical Assistant are required to deal with the increasing volume of work.

Under Supernumerary Staff, the three posts of Legal Officer (Pupil) are for three officers who have qualified as barristers to gain legal experience. One is held against a vacancy for Crown Counsel, one is posted to the Registrar General's department and the other posted to the Judiciary. One post of Principal Crown Counsel and two posts of Clerk/Typist are required in connexion with the revision of the laws of Hong Kong and one further post of Clerk is held against one vacancy for an Executive Grade Officer.
