Three posts of Computer have been upgraded to Class I to provide supervisors for the main divisions of the Observatory. The remaining posts of Computer Classes II and III have been placed on a combined establishment, with an examination bar at the top of Class III.

Under Other Charges provision is made for a copying machine to reproduce flight forecasts, and there is an accompanying increase for materials in the Stores & Equipment subhead.

To enable the S.C.A. to build up more effective channels of direct communication between Government and the Chinese population and also to foster an awareness of local citizenship, the above increases in staff have been provided. These new posts and normal increments account for an increase of some $173,000 in the Personal Emoluments vote.

Under Other Charges Annually Recurrent a substantial increase in Advertisement costs is shown; this is due to the increased number of applications for liquor licences but this expenditure is recoverable from the individual applicants and a corresponding increase is reflected in the Revenue Estimates. The Branch Office previously accommodated in the old Tsan Yuk Hospital has now moved to Des Voeux House and the necessary provision for the rent payable has been included.
