The additional supernumerary post, one Valuation Assistant, was approved during the year in replacement of an officer on leave prior to retirement and is required for eight months only. The provision of two additional Clerks and one Office/Workshop Assistant has been found necessary to meet constant expansion of work.

An additional 13 posts of clerk and one post of messenger are required to cope with the general overall increase of work in the department. The supernumerary post of Executive Grade Officer is required for an officer transferred from the Department of Agriculture, Fisheries and Forestry. This officer has qualified as a barrister under a Colonial Development and Welfare Scholarship Scheme, and is being attached to the Registrar General's Department for a period in order that he may gain legal experience. These changes together with normal increments account for the net increase of $86,760 under the Personal Emoluments vote.
Under Other Charges Annually Recurrent additional provision for rent of offices is necessitated by the removal of the Central Births and Deaths Registry from King's Building to Li Po Chun Chambers, resulting in an increase of $37,340 in this vote.
