The Assistant Chief Officer will be in charge of the Training School. The post of Principal Officer in charge of stores was approved during the year. The expansion of prison industries, the increase of prison population and the increased incidence of escort work necessitate an increase of six Prison Officers, Class I & II and forty Warders, (ten of whom were approved by Special Warrant during the year). Two Assistant Principal Leaders and four Leaders are required to staff the Recall Section of Stanley Training Centre. Two After-care Officers are re- quired to supervise over 150 boys discharged from Stanley and Tung Tau Wan Training Centres. One Workshop Instructor and one Trade Instructor are required to give skilled supervision in the tailoring industry at Stanley which is being rapidly expanded. The Class I Foreman, offset by the reduction of one post of Installation Mechanic, is to give general supervision to the Fitters. One Trade Instructor is required to expand the vocational training programme at Tung Tau Wan Training Centre. The three fitters are required to service, maintain and repair the machinery, plant and equipment installed at Stanley Prison.

The expansion of services is also reflected in increased provision under Other Charges Annually Recurrent. The increase of $27,600 in the vote for Rent of offices and/or quarters is required to cover the provision of additional rented departmental quarters due to the demolition and reconstruction of the departmental quarters at Arbuthnot Road; $20,000 in Minor works for more minor construction works to be undertaken by trained prisoners; $150,000 in Subsistence of prisoners due to the increase in cost of prisoners' rations and in prison population. Subhead 4 is a new item and provides for the V.H.F. equipment installed at Chimawan Prison on Lantao Island. Subhead 8, previously provided for under subhead 6, is also a new item and the increase in provision is due to the expansion of the piggeries at Stanley. The net increase for Other Charges Annually Recurrent is $234,300.
Special Expenditure items include $210,000 for electricity supply at Chimawan Prison; $24,500, a partial revote, for Laundry equipment ordered during the year for Stanley Prison; $52,000 for Motor vehicles (1 Land Rover and Trailer, $15,000; 1 Austin Minibus $12,000 and Revote for the "Black Maria" ordered during the year $25,000) for the conveyance of personnel and for escort duties; $62,000 for Steam equipment to replace 4 Steam Cookers and 1 Steam Mattress Autoclave in use at Stanley Prison and $171,200 for more workshop machinery and equipment to continue the expansion of prison industries.

There is again no significant change under this Head. The decrease of $33,600 as compared with the approved estimate for 1957/58 is due to reduced interest payments arising from partial redemption of the 1934 and 1940 34% Dollar Loans.
