The additional post of Surveyor of Ships (Nautical) is to cope with increased examination and safety duties in the work of the Ship Surveys Office. The increase of a Confidential Assistant is offset by the deletion of a clerk in the Ship Surveys Office. During the previous year two additional posts of Clerk were approved for the Licensing Office to deal with the sale of Water Tickets and one additional post of Storekeeper was approved for the Government Slipway. The increase of three posts of Foreman Class III, eight posts of Carpenter Class I, three posts of Sailmaker Rigger Class I and three posts of Painter Class I is offset by a decrease of one post of Painter Class II, nine posts of Carpenter Class II and four posts of Sailmaker Rigger Class II. The additional posts of Launch Engineers, Stokers, Coxswains and Seamen are required for the newly-built Prisons and Medical Department launches. These changes, together with normal increments, account for the increase of $107,250 in the vote for Personal Emoluments.
Under Other Charges Annually Recurrent there is an increase of $1,618,510, mainly due to increased provision for uniforms, coal and fuel oil, harbour moorings, major overhauls and improvements, and minor alterations and repairs. The increases are generally due to rises in cost and to the expansion of the fleet.
The former item "Minor improvements and stores for craft" is now divided into two separate items namely "Major overhauls and improvements" for works costing over $5,000 and "Minor alterations and repairs". A new item (6) "Specialized craft (Machinery and spares)" has been created under subhead 6 for record to be kept of the expenses involved in the use of the new high speed machinery which is being ordered.
Under Special Expenditure provision of $260,000 is made for a new distant-water wooden fishing vessel for the Agriculture, Fisheries and Forestry Department; a 58-foot Crash Tender launch is to be provided for the Civil Aviation Department in place of the 46-foot launch previously approved; $400,000 is provided for a new 70-foot launch for the District Administration, New Territories to replace their existing launch; $19,200 is provided for six dinghies for the Police Force; $160,000 is provided for a self-propelled boring barge for the Public Works Department; and $865,000 is provided for five refuse barges and one utility boat for the Urban Services Department.
