A Medical Defence Staff Officer (a new post created during the year) replaces the Executive Officer on whom the duties of this office at present devolve. The additional clerk replaces a Woman Confidential Assistant and another coolie is required in connexion with Medical Examination Board work. The remaining new post of Artisan Class I is the transfer of a daily- rated officer's emoluments from Other Charges, under which the main increases allow for the redesigning of uniforms and normal replacement of time-expired drugs.

The post of Principal Training Officer is required with the continued expansion of the Civil Aid Services and the need for a fully-qualified officer to ensure that training is properly carried out. Clerical work has kept pace with the expansion of activities. Two Clerks have been provided to take on the clerical duties of the Pay Section and one Office Assistant to undertake simple routine clerical work. The Caretaker and Coolie posts are for the proposed new Training Centre at Happy Valley.

Under Other Charges, greater provision has been made to meet increased expenditure on Training expenses and Pay and Allowances, resulting from anticipated expansion in activities and membership. The additional provision for Uniforms and Accoutrements is based on the same assumption, the need to replace worn-out articles and an increased scale of issue.

The sum of $50,000 under Special Expenditure is a token provision for equipment for Rescue Squads, detailed plans for the proposed expansion of the Rescue Service being now prepared. This provision also includes a revote of $5,000.
