The Personal Emoluments estimates under this Head have been subdivided in order to show more clearly the structure of the Sanitary Division. The net increase of 113 posts in the permanent and pensionable establishment comprises 135 new posts less 22 existing posts deleted, as follows:

Of the new posts, 2 Telephone Operators, 3 Clerks, 102 Sanitary Coolies and 6 Gangers were approved during the year.

The post of Deputy Superintendent of Sanitary Services is a new post required in order to implement the reorganization of the Department as recommended by the Urban Council and supported by the Salaries Commission. 5 additional Clerks are required, 1 for the Market Section, 1 for Kowloon Disinfecting Station, 1 for Head Office Accounts Section, and 1 each for the new District Offices at To Kwa Wan and Sookunpoo. The net increase is 4, however, as 1 Clerk was transferred to the Agriculture, Fisheries and Forestry Department during the year in connexion with the transfer of veterinary duties. The additional Senior Health Inspector is required in order to provide a Welfare Officer to deal with the staff of over 5,000.

An increase in pest-control activities requires additional posts of 1 Rodent Control Foreman Class II and 1 Rat-Catcher. The extra post of Semi-skilled Labourer is in respect of a stunner required in consequence of the increasing number of animals dealt with in the slaughter- houses. A Sanitary Coolie and 2 Office Attendants are required for the To Kwa Wan and Sookunpoo Health Offices and a third Office Attendant is included for Kowloon Main Health Office. 7 extra Gangers are required, 4 for the increasing scavenging commitments in newly built-up areas, 2 for markets and 1 for relief duties.
